Edits are versioned and logged (FR-02.2). Superseded IM versions cannot be selected for delivery — update the IM version here when a new IM is approved (FR-02.4).

The compliance guard runs at send time: wholesale-only documents are withheld from retail/unverified contacts regardless of the audience selected, the exclusion count is reported, and each blocked send is logged (FR-04.2, FR-08.5).

The full pack auto-emails every Monday 08:00 (Adelaide) to REPORT_RECIPIENTS via the Exchange Online integration; runs are recorded so it never double-sends.
Email queue. When the email integration (INT-03 — e.g. an Azure Logic App sending via Exchange Online) is configured with EMAIL_WEBHOOK_URL, messages dispatch automatically.
